Au sein de l'Office des affaires communales et de l'organisation du territoire, deux services se répartissent les tâches dans le domaine de l'aménagement du territoire: le Service de l'aménagement local et régional d'une part, et le Service de l'aménagement cantonal d'autre part.
L'office est par ailleurs compétent en matière de soutien des communes et des autres collectivités de droit public («Communes»), ainsi que de construction hors de la zone à bâtir et de procédure d'octroi du permis de construire («Permis de construire»).
L’OACOT fournit des renseignements uniquement aux services administratifs, il ne traite pas les demandes de particuliers. Ceux-ci doivent s’adresser à la commune compétente.
